Insurance in another EU country


There is a coordination of social protection systems among the 27 countries of the European Union (EU). This coordination is intended to facilitate the free movement of persons.

In health insurance, it allows for example to prevent a person who moves within the EU, is guaranteed two times or anywhere in the member countries.

It also provides that any person, and his family members, affiliated with the social security system of a country in the EU and resident in another member country, shall, in the latter, health care under the same conditions that insured persons in it.

Two new EU regulations came into force on 1 May 2010. They ADJUST a transitional period of two years, particularly in the use of paper forms "E" until the issue to the insured. Electronic document exchange which the competent institutions, should gradually, by 1 May 2012, replace them.



Situation of expatriate workers
The self-employed or affiliated to the French social security, expatriate in another member country is insured, without exception, in countries where it carries on business and must contribute to the social security system in this country.

If required a minimum period of employment insurance, self-employment or residence for entitlement to benefits in the country of installation, the applicant must obtain before leaving the E 104 or the new printed paper (certificate concerning the aggregation of periods of insurance, employment or residence, sickness, maternity, paternity) with his health insurance. It should be informed before the start of the social security system of the host country.

The members of the expatriate worker's family are also covered by the legislation of the host country, they live there or not.

If they continue to reside in France, they must request a form E 109 to the foreign institution affiliation of the worker. They will then present the E 109 to the fund primary health insurance from their home, to be registered to them. This form will be gradually replaced by the printed paper S1 "registration to receive benefits of health insurance."

Situation of posted workers


The seconded employee from France to other EU countries for a limited time (two years maximum, unless an exception), if the company chooses the regime of the detachment, is affiliated to the French social security and continues to receive benefits from French regime.

Before his departure, the employer must make the necessary steps to obtain permission from secondment to the health insurance and give them the form E 101 (certificate concerning the applicable law).

This form certifies the maintenance of the employee seconded to the French social security. It will gradually be replaced by a new printed paper.

In addition, the seconded employee should ask for him, and each family member (including children under 16 years) who travels with him in the EU, the European health insurance card (or a provisional certificate replacement) to its insurance fund.

French officials and related workers, located in another EU country, are normally subject to French legislation on social security.

Situation of non-active


A retired pensioner French, who moves to another EU country which he receives no other pension entitling him to health, in this country has health insurance benefits on presentation of the form E 121 issued by the competent French body.
